Acting Concord Planner Annemarie Skinner promoted to permanent post

Concord has a new city planner, opting to promote Acting Planner AnneMarie Skinner into the permanent role, effective Wednesday.

Skinner has served as acting city planner since October when the top post was vacated by Heather Shank, who became senior planner for the state Office of Planning and Development. Shank had led the planning department for nine years, according to the state.

As city planner, Skinner will oversee the city’s planning division within the Community Development Department and the planning staff. The planning department supports the planning board, reviews development proposals, and guides the development and execution of the city’s Master Plan, according to the city.

Skinner held various planning positions in Oregon before her arrival in Concord. She once worked in different roles within planning and development, including director of planning and community development for Lincoln City. She also served as senior planner for PBS Engineering in Portland, Oregon, as well as director of planning, structural and design at Emerio Design in Beaverton, Oregon.

Skinner said in a statement that she considers the promotion the “capstone of my career.”

“I very much look forward to working with the community as we embark on updating the Master Plan and doing everything I can to make Concord’s vision and goals be achieved,” she said in the statement.

Matt Walsh, deputy city manager, said Skinner is “universally respected,” and a “seasoned professional.”

“With nearly three decades of planning experience in the public and private sectors, AnneMarie is well qualified to lead the Planning Division going forward, especially as the City navigates a particularly brisk period of private development activity, and the community looks ahead to embarking on a new Master Plan update which is tentatively scheduled to begin in 2025,” Walsh said in the statement.
