AG’s office names Manchester officer under investigation for shooting Alton man

The attorney general’s office identified Anthony Shriber as the Manchester police officer under investigation for use of deadly force in a non-fatal shooting last month.
Shriber, along with other officers from the Manchester Police Department, responded to a report that an occupant at the Fairfield Inn on South Porter Street, 50-year-old John Tibbs from Alton, refused to leave his room late in the afternoon of June 21.
When they made contact, Tibbs fired a gun at the officers, according to a press release from the attorney general’s office. Shriber then fired his gun at Tibbs in response. Tibbs is still hospitalized with injuries and was arraigned on Monday for charges brought by the Manchester Police Department and Hillsborough County Attorney’s Office.
Five other people have been shot by police in New Hampshire this year, one of whom died. The other incidents occurred in Derry, Londonderry, Dover, Pelham and Keene.
Last year, police officers used deadly force nine times, with all but one incident resulting in a loss of life. So far, the attorney general’s office has ruled use of deadly force was legally justified in every completed investigation of incidents from that timeframe.
The last time an officer was charged for their involvement in someone’s death was last February, when a former corrections officer was charged with second-degree murder for causing the death of an incarcerated person in 2023. Matthew Millar was accused of using his arms and/or legs to apply force and pressure to the chest and neck of a patient, causing deadly asphyxiation.
A jury acquitted Millar on Wednesday.
